During initial setup your iPad communicates with our servers in the cloud, this process can take a while sometimes, depending on how many devices are being setup at any given time, it can also be affected if your device has been configured to not allow internet at home.
Please leave it for 30 minutes to see if it resolves its self, if not, please restart the iPad by holding down the power button until you see the Power Off slider, slide it to power down the device wait 5 seconds and then power the iPad back on.
This should resolve the problem, if not, please contact your local IT Team.
