If you are a student the answer is no but you can request that an app be made available in the App Store via your teacher, please ask them to put a request forward for an app.
If you are a member of staff then the answer is yes but you will need to create your own Apple ID (not using your School email address - see here for explanation https://catrust.zendesk.com/hc/en-us/articles/360015487978-Why-can-I-not-use-my-school-email-address-as-my-Apple-IDWhy can I not use my school email address) in the App store which will require you to provide a form of payment, if you don't want to provide your card details to Apple then you can purchase a Gift Card from any major retailer and use that as your initial setup.
