I've had lots of reports that syncing is slow in OneNote - and admittedly, it often is. My top tip to mitigate this as much as possible is link to larger documents and PowerPoint decks and don't upload them onto a page. This is especially important if you're distributing that page to your students as the file will be replicated many times for you, slowing things down even more.
Remember too that students might be accessing content using 4G devices or other metered connections where data limits apply - so reducing the need to transfer large files is beneficial to them also.
